I think if the ref is called over to the monitor he would have had to acknowledge the first foul by Haaland on Cucurella; which is why VAR hasn't taken that option and instead told the ref to just give the penalty. This is the issue with VAR, they have too much power, they should simply be a tech team providing video replays for all to see on a big screen in the stadium and nothing more; then the ref makes the call.
